SEMP
Sentinel Event Management Program (SEMP) is
a risk management service designed to proactively
eliminate and reduce professional liability
claims that occur within a long-term care facility.
SEMP is a toll-free 800 number, 24 hour, seven-days-a-week
event management program managed and administered
by Albert B. Addis, an attorney specializing
in medical malpractice and long-term care with
experience in civil and criminal law. It provides
both telephonic and on-site sentinel event management.
SEMP is incorporated within
the professional liability insurance coverage
which is provided by CNA Insurance Company,
an “A” rated insurance carrier and
the largest writer of long-term care insurance
in the nation with over 3,500 insureds and $300
million in premium.
The program was designed
for professionals within the long-term care
industry by legal counsel for one of the largest
long-term care organizations in the country.
It has been proven to be successful in eliminating
professional liability claims and managing damages,
both civil and criminal.
SEMP is at no cost to the
insured. The cost of SEMP is paid for by the
insurance company and the insurance company
provides a premium discount for participating

The
Importance of Sentinel Event Management
Due to the nature of Long-Term Care, no amount
of traditional risk management can guarantee
that unfortunate sentinel events will not occur
within facilities.
The unique nature of Long-Term
Care and its inter-relationship with Federal
and State regulation, dictate the need for responses
to sentinel events that are different and more
aggressive than those utilized in other health
care fields.
Because Federal and State
laws often make simple negligence a standard
for criminal investigation and prosecution within
long-term care facilities, the opportunity and/or
duty may arise to invoke constitutional privileges
in order to protect both the facility and its
individual officers and employees from unjust
criminal and civil liability.
Simply stated, when a sentinel
event occurs, a criminal investigation often
follows. The facility, its officers and employees
are under no duty to waive their constitutional
rights during such an investigation. In order
to protect such rights, however, an attorney
must be present. The Sentinel Event Management
Program (SEMP) therefore encourages our insureds

trained to balance the criminal and civil law
