Hylant Administrative Services Announces Joseph F. Seay, CIC as President

TOLEDO, Ohio - February 2, 2004 - Hylant Administrative Services announces the promotion of Joseph F. Seay as President. Hylant Administrative Services, a division of Hylant Group, provides insurance and risk management programs for municipalities and governmental entities, as well as a national equipment rental program. Mr. Seay is responsible for the overall operations of Hylant Administrative Services, including Underwriting, Risk Control, Claims, Sales, Accounting, Reinsurance and Administration. He is a member of the Strategic Planning Group and Corporate Operations Team.

Commenting on the announcement, Patrick R. Hylant, CEO states "Joe is a key part of the success we've seen with the Ohio Government Risk Management Plan, Indiana Municipal Insurance Program, Ohio School Plan and the national equipment rental program. His promotion will enable continued development in these programs."

Mr. Seay is a graduate of Wright State University, College of Business Administration and currently holds the Counselor of Insurance (CIC) designation. Prior to joining Hylant Administrative Services in 1995, he spent 16 years with IBM Corporation in various management and sales capacities.
